Subject: Operation Racoon

Dossier: The missing documents relating to Operation Phoenix were successfully traced to the residence of the famous ex-thief Connor Cooper by some of our best and brightest field agents. Mr. Cooper is currently living in his residence with his wife and young son. We cannot pursue this matter in the legal courts, as Mr. Cooper has already been acquitted of all charges relating to the break-in at Langley. Furthermore, the mere possibility of the existence of these documents would ignite a media firestorm, as the documents reveal some of the most highly classified operations that are currently underway. However, inaction would be fatal; an undercover agent posted outside of the Cooper residence overheard Mr. Cooper state that he was going to release the information to the press. A full out assault is out of the question, as the residence is situated in a typical suburban neighborhood. However, there is another option. The Cooper Clan of thieves stretches back many centuries. However, one rival, a Mr. Clockwerk, does exist. He has transformed himself into a robotic owl so that he could be immortal. In my discussions with him, he has agreed to ransack the Cooper residence using his gang The Fiendish Five to obtain the documents in question and to eliminate Mr. Cooper at all costs. Mr. Clockwerk had one requirement: he required that there was to be no police intervention and that he and his gang can also take everything from the house that they want, as they are seeking some revenge on Mr. Cooper. I agreed to these terms. As soon as you OK the operation, it will start.

Sincerely,

Gossage Lastrange, Deputy Director, National Clandestine Service
