Five years ago
Head-Gamemaker Lila Carter sat behind her desk, reading something the people called a "comic". After many years, it has been re-invented, and with the Capitol's permission they had published this again, the first one being about one 'Superman'. Later on, the other heroes and villains came back, and soon enough some people in the Districts had enough money to buy that comic, in which the heroes always defend the Capitol against their villains, the Capitol's personal criminals and (sometimes) against rebels. That was first chosen to keep the Districts in line, and said to people's unconsciousness that if they ever start another rebellion again, the heroes would come and turn them in.
Another simple, yet magnificent idea to keep the Districts from beginning a rebellion.
With a sigh she put away the comic and began to note things down. She was preparing the arena for the fifth Quarter Quell, and though it was five years too early, she was already preparing everything, in order of the President. In secret, president Danius had already read the card, and told it Lila, so she could prepare everything. She had a wonderful idea for an arena, and an idea which traps she could use.
But that was everything she had. Just an arena idea. No new mutts, no new treats. And if she couldn't come up with those herself or recycled some mutts, she would be executed in five years and Danius would hire someone with enough imagination to get the job done.
There she sat for at least three hours, without any idea she could use. Coincidentally, her eyes fell on the comic she read three hours ago. The pictures on the two pages told her how a man named Oliver Queen was needed for someone, and transformed in the 'Green Arrow'. She went to the next pages, in which she could read how Green Arrow knocked down some villains, sometimes with a stupid action of coincidence. She began to show more interest in the comics of her sons, and spent the rest of the evening reading these comics, getting more and more ideas for the arena, and the Quell.
Alright people, this is a SYOT, and for everything you need to know, it is on my profile. Only the Quell will be a secret until I have almost all tributes/when Districts 1-6 are filled, so what do you think that the quell will be? And does anyone have ideas for the arena/mutts? I'd like to hear if you have any suggestions.
And I can write longer chapters, but this is short because I wanted to give you a prologue without telling much about what I've planned.
