Piper finds it fitting that Phoebe develops the ability to levitate. It's her reward, somehow, for her visions. One power given with the utmost tone of irony and one given as a gift, tailored for her. While she and Prue spent their lives with their feet firmly below them, Phoebe's never touched the ground.
When they received their powers Prue had laughed at Phoebe receiving the gift of foresight, something she had never had before. Ever the mediator, Piper told her not to laugh. She never admitted it hurt her just as much as it did Phoebe.
It seemed amazingly unfair at first. She got the curse, while her sisters were gifted, 'cool' powers. In retrospect it all makes sense; Phoebe the ever flighty one, grounded by her lack of an active power, her need to stay with the sisters for protection. And once you get past the bitterness, examine the actions of the elders in detail, it makes even more sense. Phoebe flew because she had no reason to stay. She was the youngest, she had no particular talents to offer to anyone; with her visions she is priceless.
But their Phoebe is not the Phoebe who returned to them years previously, her Phoebe; Grounded by her foresight, given tethered flight, shifted to the mediators position of middle sister. Her moment has become Paige's.
Piper is the eldest now, she understands. She needs to; if she didn't she wouldn't have survived this long, would be like that other her, in the dimension where they lost the battle and Prue. But in the quiet moments she still weeps as They tear down Phoebe and rebuild her for their own purposes, brick by brick.
