Out of the tugs down at the Big Harbour, Hank and Theodore are the only two that haven't yet received their V' which means they can go out in the ocean.
"I do want to get my V!" Hank exclaimed excitedly. "I want to be 'Hank the Volcano'!"
"I don't know what my V will be yet, but it will be special." Theodore replied, gazing wistfully at the ocean.
"I know! How about we trick the Dispatcher into allowing us to go in the ocean?" Hank suggested.
But Theodore wasn't sure.
"I don't know Hank. It's against the rules."
"You get to see the ocean up close..." Hank said, knowing that Theodore wouldn't refuse that opportunity.
"So what do we do?" Theodore asked, as a form of resignation.

Next morning, they waited until the Dispatcher gave the other tugs their jobs before putting their plan in action.
"Dispatcher-There's been an accident with an oil tanker!" Hank called.
"Yeah- right outside the Harbour." Theodore added. "Oil's spilling all over the place!"
"Well go and help out quickly then." The Dispatcher replied, clearly flustered now.
They set off, pleased that their plan had worked.

The two harbour tugs worked with Foduck and George, pulling ships
Although the two V tugs were a bit curious why the two were out on the ocean, they didn't question it when Hank told them it was Dispatcher's orders.
But soon, they saw that a storm was coming in!
"Quick, Foduck! We need to get this tanker back to the Harbour!" Cried George
"Indeed!" Foduck agreed. Storms are very dangerous to deal with in the open sea!"
Hank and Theodore were very scared, but they had no choice but to help Foduck and George. It was hard work. The sea was getting rough; the wind blew fiercely, rain lashed down on their faces thunder rumbled and lightning flashed.
But at last, they got the tanker back to safety.
"Phew! Now I can see why we need our V names!" said Theodore.
"Yeah!" Hank agreed "We'll never trick the Dispatcher again!"
