While walking through the bullpen during the Santos administration;

Toby: "There's a Christmas tree bill just passed in the House."

Josh: "Yeah, I saw the memo, some things about healthcare, education, even some policies to slow Global warming. All in all, a bill so good, I can't believe we didn't have something to do with it. Why? Do you think there is any hope of it passing in the Senate?"

Toby: "I know an awfully large interest group that will have something to say about it if it doesn't."

Josh: "What's that?"

Toby: "Just about every person under 20 who's able to walk. You can't tell me you haven't been following the movement at all! I'm surprised Donna hasn't brought it up with you at all. The First Lady has been very active with this particular social change."

Josh: "This social change? I'd describe Mrs. Santos as up on every social change. But what is this one all about? I've been a little distracted as Chief of staff lately, and Donna doesn't like to tell me things she knows we will have to argue about for any length of time. She calls it sleep procrastination."

Toby: "Ask her about the 28th Amendment proposal that just passed the House on that bill I mentioned. I want to know what she thinks."

Josh: "And what is this 28th about, Equal Rights again?"

Toby: "Well, yes and no. This is equal rights and voting rights for everyone."

Josh: "We already have that, don't we?"

Toby: "Not for those under 18. This amendment gives suffrage to children, the countries last group without it."
