Chapter 1 Percy awkward mission

Percy Weasley stood in a conference room about to make a speech. This room was not in the ministry but in a London hotel. He had magically sealed the room earlier and now he had to stand here and convince a bunch of mostly muggles to help wizard society. It had sounded quiet reasonable in a ministry office two weeks ago but now ... 'Oh well best start' he thought as he shuffled the papers in front of him and cleared his throat. Quiet settled as he began "Good afternoon, for those of you who don't know, I'm Percy Weasley assistant to the Minister of Magic and a muggle liaison officer. I've spoken to the muggle Prime Minister and have his permission to make this appeal.

Due to the recent war the population of wizards and witches in Britain is at a dangerously low. This is why we have passed a marriage law that all witches and wizards between the ages of 20 and 65 must marry within a year and have a minimum of three children in the next ten years postponements and or exemptions based on health or periods of morning may be grant on a case to case basis. Aid in raising and educating children that result from this law is provided for by the law and the increase of the wizarding population by any means is to be a priority of the Ministry." Percy paused for breath "aah that's where you come in as everyone here has had a witch or wizard child. The ministry would like you to have more."

"Are you serious" jumped up and yelled Tim Creevey, "my 16 yr. old son died in your last war and you ... you just want us to give you a replacement?"

Percy turned and faced the distraught man "No Mr. Creevey, I know Colin can not be replaced ... but Dennis and any future siblings could help continue our society, you do see that don't you?" he pleaded. Tim Creevey gave a curt nod and crumpled back into his chair.

Dr. Helen Granger stood "Mr. Weasley, Percy," Percy attention turned to her "I'm almost 60 yrs old it may be difficult for me to have and care for any more children." the heads of other old women around the room nodded in agreement.

Percy smiled "Not if you had access to wizarding medicine and help with childcare perhaps in the form of a house elf as nanny Mrs ...aah Dr. Granger." Percy had changed his form of address as he received a piercing glance from the woman in question.

"I will not accept a slave" Helen stated firmly and a murmur of agreement went round the room.

"Despite what Hermione may have told you, Dr. Granger most house elves are not slaves but more like bondsman who swears fealty and service to a family or clan, an institution like Hogwarts is an exception, they live to serve but without a family or prospect of one they usually kill themselves.

Sir James Finch-Fletchley rose " Mr. Weasley, I may be a lord but I am not a feudal lord of the manor. This is not the middle ages. It is illegal for British citizens to have serfs or slaves."

"Sir James," Percy replied as patiently as possible "many of the oaths of fealty for elves to pure-blood families goes back to the Roman occupation of Britain and they swore to serve the wizard and his decedents the only reason they are not continuing to serve those families is the family no longer exist. They have out lived their families ... but this is not why we are here if elf servants are unacceptable than other means may be found to help with child care. Are there any other questions?"

And so it continued almost till evening.
