I've only ever watched the North American Dub.So that is the only Info I have to go on. My take on why Ash didnt win. The Hero always win. (of course I know he didnt win because they wanted to keep the show going..)

Richie searched in the garden shrubs among the different variety's of overgrown flowers and weeds.
His Grandmother had long ago lost the interest she once had in her garden, and even in her cooking. He briefly wondered just how good her cooking had been before.
"Richie?" His grandmother's voice called from inside the house.
"In the garden."
"Stay out of the mud young man."
"Hnn." He took off his hat and wiped his forehead with his arm.
Having found nothing of any interest he went inside carefully wiping his feet on the way in.
"Grandma" He started innocently.
"Yes, Dear?"
"I *think* I lost my pokedex."
"You think?" She raised an eyebrow.
"OK, I did." He admitted glumly.
"Your grandfather has it."
"Oh, Thanks!" He grinned at her and took off running.

Richie's grandfather was actually his Step-Grandfather, But since the old man had watched Richie's father grow up from a distance he felt a strong bond
towards him. He heard the door open and turned in his seat.
"Richie, I was hoping I'd get to see you before dinner."
"Did you need something?" Richie asked reaching for pokedex.
"Yes, I have to talk to you about your father."
"My dad?" He asked softly. "The only things I know are what you and my Grandmother have told me."
"Would you like to meet him?"
"Meet him?? But he's dead!"
"I know this is going to sound crazy..but time travel has been somewhat perfected. It's not made public information because not everyone would be allowed to go back and change an event because some things are meant to happen, Even if they are bad. But after a lot of debate, I've gotten permission to send you back 25 years into the past for a week, If you want to try and save your father and mother." Richie stood silent and then took a step closer.
"But why don't you go!"
"I am already alive at that time. I can't go, the time stream doesn't work that way. It has to be someone who doesn't exist at that time. Which is why your the only one that can go. We cant let anyone else know what is going on."
"Meet my father..and maybe even save him. I'll do it! I want to meet him"
Professor Oak smiled and handed him the pokedex.
"Your going to go participate in the Pokemon League, And your going to stop
your father from winning....."
