The legendary Pokémon were partying because Dialga had wagered with Giratina and won. So the rules were, Giratina and Dialga couldn't have help from their friends and fellow legends. Dialga couldn't go forward in time to see if humans built an enormous ship in the year of 1912. They did so here is the bet. Dialga said "Giratina, I wager humans will build a enormous ship this year. You have to throw a party if they do." "Dialga, I agree to the terms. You cannot go forward in time and we cannot interfere and we cannot have our friends and fellow legends help us." Giratina said.

Victini saw the sweets. He licked his lips and took the bowl of candy and emptied it in his mouth. Then he saw Celebi. He was too sugar-high to think right so he kissed Celebi smack on the lips and said "Bye!"
That was Celebi's first kiss. So naturally she chased after him. Who wouldn't? So he saw the perfect hiding place and hid in a iceberg. So Celebi fired a solar beam at the iceberg attempting to hit Victini and she made the solar beam powerful along the way. So the iceberg didn't have a scratch but was flung across the ocean hitting the titanic and Victini just teleported to the hall of origin. Celebi was horror-struck at what she did just to get Victini. But nobody blamed her. These type of things happened all the time like when Dialga was mad at California in 1906 and had used earth power on the city San Francisco.
