I do not own Criminal minds beyond borders, I do own the OCS if I don't say otherwise.

I am aware of my spelling and grammar and I am working on it.

I have very little understanding of how Social service works in US so I am making it up.

Prologue

A woman come dragging a small child into the D.C social service office, a young man looked up and smiled at the duo.

"Hello," He said "What can I help you with today?"

"I want to put this," the woman said in a sneering voice and nodded to the child "In care."

The man looked a bit shocked but nodded.

"Okay madam," he said "I will get someone you can talk to."

The young man left to get one of the social worker, he and an older man returned a few minutes later to find the child alone sitting on the floor with what seemed to be just a note and a ratty backpack, the child was crying silently looking down at its feet which was in a pair of ratty sneakers.

"Hello little one," the Social worker said "What happened here?"

The child looked up with tears streaming down its cheeks.

"Mommy left me here," the child said "She didn't want me anymore."

It broke the social worker's heart to hear the child tell them that mommy didn't want it anymore.

The young man who was one of the secretary at the office that day took the note and read it, he first turned pale and then red as a tomato in the face and without a word he gave the note to the social worker.

The note read:

"I and my husband do not want the brat anymore we are going to have a baby girl which is everything we ever wanted so we do no longer need the brat, please place the brat in a foster family that will teach it its place. I do not want to see the brat ever again, nor do I want my future princess to see the brat or even know of it."

The social worker had to reread the note to really understand that the mother of the child had just abandoned the child because she and her husband was going to have a new baby it was horrible.

The child just sat there on the floor hugging its knees trying to stop crying but failed.

The young man sat down beside the child.

"Hello my name is Mark," he said softly "What is yours?"

"Brat," the child said softly

The Social Worker didn't looked shocked at that but Mark did, he was new to this, while the Social worker had been working at the office for nearly ten years and had seen a lot.

Brat reached for his backpack that was beside him and gave it to Mark and said in the same soft tone that everything they needed was in the backpack, when they open it they saw that the child's birth certificated was there as well as a note that the parents had wrote that basically said that they gave up the child to them.

"Your name is Lucas," the Social worker said after have read the certificated "That is a nice name."

Lucas smiled a bit but he was still scared, his stomach growled and a light blush rose on the boy's cheeks.

Mark laughed and told the boy that he thought that they had some food for a hungry boy his size and with that he and Lucas walked to the kitchen where Mark made him some sandwiches and chocolate milk, the boy eat as if he had never seen food before. Mark did notice that Lucas seemed to be guarding the food but he didn't say anything.

The Social worker returned to his office to call a few people to see if he could find a foster home to Lucas a good one too.

The Social worker soon found the perfect family for the boy and with a phone call he had fix so that the boy could go there later that day but first they would have to give the poor child a medical to see so that he was healthy.

A few hours later and Lucas found himself sitting in Harry's (the Social worker) car being driven to his new home or foster home, where was going to meet his foster parents, he hope they would be nice, Harry had said that the couple he was going to live with was new in the fostering but really nice and that they had four children of their own.

So what do you think? Who should be the foster parents?
