Title: Predetermined

Summary: Maybe he was a predetermined criminal since birth. But maybe, all of that was part of Sybil's plan so that he could meet her.

Notes: So I have watched Psycho Pass like a year ago, but after I went and watched Psycho Pass season 2 - I realized just how much of a masterpiece the first season really is. My favorite character is Kagari, and I'm SO upset that he got killed in the middle. He really is a character with much more potential than what he is. I also ship him with Akane - since I find their relationship so endearing. And this ship is very very underrated, so I decided to make something for it!


Sometimes, Kagari wondered how it was like to have a clear Psycho Pass.

Life estranged from the society was a little lonely. With his Psycho Pass clouded at five years old, he had been used to a life where everything was constantly taken away from him. His freedom, his happiness, his once-loving parents, even his rights to live as a human being. All he had now was a handcuff on his left hand, a gun that could talk and judge people – shooting those deemed unworthy to live, permission to move inside his quarters and the CID floor, and an ID number as an Enforcer in the Public Safety Bureau.

Basically, his life was that of a disposable hunting dog – taking up a collar to taste a little bit of freedom, away from the jail cells of isolation facility – shooting down latent criminals like himself.

They didn't have a chance, he thought to himself, whenever his Dominator had killed someone. They didn't really have a chance. Sybil wanted us to dispose them. But Sybil gave me a chance.

It was the only chance he had. Taking up this dirty job to assassinate other latent criminals was the only option left for him other than rotting away behind the bars. On his better days, he never really gave it much thought. It was all swept away beneath his cheery eyes and mischievous smiles. But on his worse days, he was filled with bitterness of having to be the one excluded from the rest of the world.

Sometimes, he wondered how it was like to be treated as a human being, not like a hound carried around to track criminals and dirty his hands with their bloods. He wondered how it was like to actually have friends, someone whom he could talk to normally – who wouldn't look at him as though he's some kind of a murderous animal. And how surprised was he – to finally find that person. Someone who would regard him with the value of a human – though by Sybil's judgments, he had far exceeded the tolerable crime coefficient level of a normal human.

Akane Tsunemori was always a weird person.

First day at work, she shot Kogami when the Enforcer was trying to administer justice on the crime victim. Then she insisted that she had done the right thing. She entered the Criminal Investigation Department willingly, though so many other choices were open for her. He really envied her, and at the same time angry at how clueless she was. Being able to choose was a luxury only given to a privileged few. Certainly, it was never given to him. So before he could stop himself, he had yelled at her. And he didn't really regret it. After all, maybe that's why his Psycho Pass was so clouded. He was, in originality, a criminal with no chance of recovery.

A hard slap at the back of his head put him out of his mind. "Ow!" he yelped, rubbing the spot that was throbbing slightly. Kunizuka had a roll of music magazine in her hand, and though she wasn't looking at him, Kagari knew that his pain was attributed by her action.

"What was that for?"

"Stop staring," she replied, her cool eyes facing forward at her monitor, her fingers producing that rhythmic beat as she typed down her own investigation report.

"I'm not staring."

"Yes you are," Kunizuka replied. She shifted her eyes off the monitor, to the brown-haired girl behind the Inspector's desk, and Kagari immediately caught what she meant with a jolt of surprise. Damn, had he really been staring at her all the while those thoughts played in his head?

Just then, a resounding buzz echoed through the halls. Kagari rose from his seat animatedly.

"Lunch time! Come on –" he stared once again to the lady Inspector, whose eyes still remained on the monitor.

"Akane-chan, let's have lunch!"

She gazed up at him, seemingly not expecting the invite. For a split second, surprise occupied her face. Then, she broke into a smile.

"Sure, Kagari-kun," she said. "Let me finish a couple of things quickly."

She treated him like a human. She let him call her 'Akane-chan'. And never once in her manners did she ever demean him. Kogami, Masaoka, and Kunizuka treated him as their equal – because they were equals. Akane could have treated him like a hunting dog that he was, because she was the owner.

But she never did.

Sometimes, he wondered how it was like to live inside her mind. To have a Psycho Pass clear as crystal.

Other times, he wondered if it really was Sybil's plan for him all along. Putting him in this place, so that he could meet her, and realize.

That amidst all the human beings that treated him as a recluse, there still remained one that would treat him as a friend.

And that person is Tsunemori Akane.
