James was good at improvising. He had a natural talent for going with the flow and making up plans as he went along. He was quite proud of this talent, mostly because it kept him alive for so long. M could send him into a situation with a cell phone and he could come out clean and with the deed done. With a few dead bodies left behind.
But now, James was facing a new problem. This bow tied man had come onto the scene and stopped him from catching his target, an English diplomat planning a terrorist attack on his mother country. Usually, James would have dispatched with the intruder, but something kept him listening to the rambling and tangents of this obviously unhinged man.
The man called himself The Doctor and he was here to help. He told James that the man, whom he referred to as The Master, was planning a hostile takeover of the U.N. James figured this was enough of a reason to continue his mission, but The Doctor wouldn't allow him to kill.

"I can't allow you to kill. He's important to me." He told James.

"Emotions aren't something you use to make informative decisions, Doctor. If what you say is correct, than that man is more dangerous that MI6 even knows. I must continue." James slowly rose to his feet, sniper rifle rising. He heard an odd sound behind him, he didn't worry about it. If the Doctor impeded him once more he would take care of him as well.
James aimed at the man's head, he let out a deep breath and exhaled slowly. He felt his finger on the trigger when he heard his phone ring. He felt a vibrating in his pocket. He set the rifle down and turned around, The Doctor was gone, nowhere to be seen. He flipped open his phone, annoyed at being interrupted again.

"Mr. Bond, its M. You are being ordered to withdraw from the mission." James knew he shouldn't listen to the voice, but he knew the man behind it. He respected the man who said it.

"Mr. Holmes-"

"Don't use my name over an unsecure line. You're getting very close to a line you shouldn't even be near. Come back home Mr. Bond. The mission is being cancelled."

"What's happened? He's right there!"

"Bond, there is an authority that goes higher than any earthly government. I listen only to him. You will abort your mission." M hung up.

James dropped the phone to the floor and smashed it to smithereens. He took the rifle and put it back into its case. He looked out across the street from his rooftop vantage point and saw the man, Harry Saxon, shaking hands with other politicians. He didn't believe The Doctor's predictions, but Saxon's crimes before his career were enough for the agency to put Bond on the case to take care of him.

"I hope you know what you're doing, M."
