Cinna leans forward in anticipation as Caesar Flickerman's face fades to play the Choosing Ceremony of District 12. They will be his tributes, wearing his works of art, and he so desperately wants them to fit the part.
When the little girl's name is called, he looks at her determined eyes and the slight quiver in her lips and he believes that she may have it in her to be brave. When her sister volunteers and runs forward in desperation, he has to admit that he's taken back.
But she steps onto the stage with her head held high and fire in her eyes, and Cinna smiles.

Cinna takes the Girl on Fire theme and runs with it, working harder than ever. He wants to turn Katniss Everdeen into a work of art, something that shows who she is. He believes in the fierce new tribute, believes that she has it in her to win.
He creates fire and plays with it, believing that it is her essence he is drawing out.

Katniss Everdeen is not made of flames. She is made up of love and desperation and the instinct for survival. The Capitol must believe it, and President Snow must believe it, or her fire will risk being quenched forever.
Cinna designs what Haymitch tells him to, a dress for a child who knew no better. But Cinna knows better, so when he chooses the fabric, he looks for a soft yellow; a mellow flame. After all, he knows the Capitol will love it.

Cinna designs wedding dresses one after the other, not putting much thought into them. He knows he's not trying very hard, but it's difficult to, knowing that it is not right; Katniss Everdeen and Peeta Mellark do not owe anyone their marriage. But he cares about their lives, so his hands fly back and forth, flipping through endless pages of Capitol fashion and creating wonders in white.

As the chariots roll out slowly, Portia grins at him. It is evident that a lot of other stylists have borrowed their idea of illumination. Some have pulled it off, and some just serve to highlight their ridiculous dresses. He watches as most of them pass by him, and then District 12 enters. Katniss holds her head high, her expression as cold as the pseudo flames on her clothes.
A chill runs down his back as he remembers the giggling star-crossed lovers of a few months ago, and Cinna knows that he has done his job well.
cinna's mockingjay
Katniss Everdeen must wear her wedding dress for the interview. The command comes straight from President Snow himself, no doubt an attempt at ridicule. Haymitch gives him an angry look between swigs of alcohol and leaves.
Cinna decides to drown his anger in a different way however. He works harder than ever to create the two most important pieces of art for his mockingjay. The dress is the hard part. He has to hide it so well that no one, not even Katniss, can tell what he has done until he wants them to.
The uniform requires perfection, so he draws and draws and draws until he can take the essence of the girl on fire and the mockingjay, and force it into layers of armor.
On the day before Katniss Everdeen enters the arena, he gives the book containing his drawings to Haymitch, and scrawls a little message at the bottom.
Just in case.
"I'm still betting on you."
