Everyone forgot about the children(because they really were children, regardless of shinobi law). The genin didn't have the skills to fight a war of demons and gods so they were left in the villages to protect the few civilians remaining throughout the war. At first, the genin reveled in their freedom. Barely any higher ranked shinobi stayed in the villages, and those who did were on standby, ready to leave at a moment's notice. But then they grew serious. Because their brothers and sisters, parents and friends, neighbors and teachers, were all fighting for their existence against undead shinobi and an almost-immortal man with a plot for revenge. So the genin of the hidden villages decided; they would do what they could do, because they certainly couldn't protect the world or humanity, but they could protect their villiages. Because their family and friends were giving their lives fighting, and they would too. Afterall, that's what it means to be a shinobi.
