When Axel says "I'll always remember you", it's a reference to that line in Chain of Memories when he says "Our most precious memories lie so deeply within our hearts, they're out of reach". So basically, that means that even if he forgets consciously, his heart will never forget her. Yeah, it's sappy. Welcome to the reality of Disney, folks.
