Ushio did nothing wrong. You can't blame her for Nagisa's death.

Tomoya keeps thinking this over and over but he can't reconcile himself to it. Ushio caused Nagisa's death. It's clear cut, black or white, to him. If Ushio killed Nagisa, then she must be unlovable because she killed the only person who truly mattered to Tomoya. Nagisa was Tomoya's world and Ushio cruelly stole that away with no thought to the consequences, such as a father who viewed her with distaste and refused to have any contact with her.

It's only too late that he discovers Ushio's true innocence.
