When Mar'I Grayson is shown in Kingdom Come and The Kingdom, she has the exact same super powers as her mother, Starfire.
Starfire can fly because she's Tamaranean, but her starbolts are only possible because the Psions used her for some cruel experiments that altered the way her Tamaranean body absorbed solar energy to convert to flight, her and her sister were the only Tamaraneans to ever have that power. There is no reason to believe that the starbolt power is genetic, and thus Nightstar must have acquired that ability the same way her mother did.
Two fic ideas came to me while thinking about ways Nightstar underwent the same experiment.
Also, I need to add, I do not know how the Psions experiment actually went down. I've read about it on wikipedia, but I haven't read the actual comic book or seen the art of what it looked like.

The info he had was as follows:
Technically this building belonged to a Japanese company specializing in the importation, marketing and distribution of alien technology. This was a cover, if one were the tedious type of person to sift through the data, one might ultimately discover that this was a sub branch of an offshoot, of a sister company of a subsidiary of Luthor Corp.
The desert remote desert locale was necessitated by the Federal Alien Trade Administration. A certain degree of Terran testing was required to ensure the products distributed were safe for Earthling consumption.
The remote location was also convenient for other tests of more questionable legality.
He was privileged to know that at present, a certain number of human alien hybrids, of various alien lineages, were being held at that location; presumably for tests of unknown nature.
His contact on this case was the human father of one such hybrid; his mission was the safe retrieval of Mar'I Grayson. Human/Tameranean hybrid aged 13.
That he had a personal relationship with the father did not in any way affect his judgment when considering this case.
The base was secure; but no match for his peculiar set of skills. He left the last of the small guard retinue bleeding out on the white linoleum flooring. He'd never even had a chance to raise the alarm.
Scanning the computer terminal he frowned slightly, onlookers (had they survived) would not have been able to discern the change of expression, but he frowned none the less. Project Bluebird: Subject, Pubescent Female. He noted the specifics, and then moved quickly in the direction.
It was not easy to restrain him self, but he needed to know what they were doing to her. It was Dr. Golomski's lucky day. So when he found her spread eagle and hanging limply from the good doctors apparatus, head contained in a wired contraption, he spared the good doctor. He would have time for the kill, later.
With the doctor's (shaking terrified) help they removed her. Burns had already begun to blister where the apparatuses had attached. Two green heavy lidded eyes had opened briefly to regard him, she was alive, and then she passed back into oblivious unconsciousness.
Her limp body was heavier then it looked. He only drove her as far as the nearest city, luckily she only briefly skimmed the surface of consciousness a few times during the drive. He checked them into a hotel under a fake name.
The message left on her father's machine was clear. He didn't need to wait for Dick to show up, but he did anyway.
