Panem
They were the last county left. War had destroyed everything. The people had no food or shelter.
Everyone in the land were now cursed with poverty. The people started to rebuild their land, they separated themselves into fourteen towns. The largest town became their Capitol. Over time the thirteen other towns were know as the districts. A leader rose and claimed this land. He was born to the poorest district, District Twelve. He wanted control over everyone, he went to the Capitol and demanded that they build him a mansion. He became the president of this land, and named it Panem meaning Bread and circuses.
Each of the thirteen district had a special, unique trade to offer the Capitol. The Capitol was the center of this new country. The thirteen districts grew, along with the Capitol, but not even one of the district could outshine the Capitol, with their huge buildings, and plenty of technology, thanks to District Three, who specialized in the trade.
The president had a son, named Cornelius. The president taught Cornelius his evil ways, and made it law that once he died Cornelius would take his place as ruler of Panem. The president came to believe the districts were expendable. That the Capitol no longer needed the district to survive. And stopped sending food and money to the districts, who were still suffering with poverty.
The district people became furious with the Capitol. Why should they struggle through their lives, working hard each day, just to get food into their child's belly, while the Capitol people had everything? The districts had enough. They believed they should act as soon as possible, or the Capitol would gain more power.
They refused to work their trades. The president was prepared for such a thing, though. He had already formed an army or law enforcers called Peacekeepers, from District Two. The Peacekeepers protected the Capitol and forced the district to work. Most people in the Capitol people had been subliminal to the conditions of the districts, not understanding why the districts would rebel.
This uprising soon became the first war in twenty-four years. The districts hadn't stood a chance. They wouldn't have rebelled if only they knew the consequences. If they'd know that things would get much worse for them.
District Thirteen and it's people had been annihilated. Blown right off the map. Everyone had suffered from this war, even the Capitol had went through a small depression. The president was killed during the war, and Cornelius was named president. Cornelius had learned something from this war, something his father would never understand. The Capitol had relied on the districts. The Capitol couldn't do anything on their own. Even the Peacekeepers that won the war for the Capitol were from District Two.
Cornelius, now known as President Snow was angry due to his father's death. He punished the districts. The district people were now not aloud to leave their districts, unless they had permission from the Capitol. More Peacekeepers were sent to the districts to keep the people in line. Criminals would get their tongues cut out and made into Capitol slaves. And, every year, each of the remaining districts would offer districts would offer one man and woman between the ages of twelve and eighteen. These young men and women, or tributes would be brought to the the Capitol, and trained in the art of survival, and would been sent into an arena, where their every move will be televised. In this arena the tributes would compete in a death match. And there would be only one victor.
