Panem is a country that is made up of most of North America. Although most of what used to be Canada, and now is North Panem, is now wilderness, that resulted in all canadian families being transfered to different districts through out what used to be The United States of America, or South Panem. But, if you already lived in America you got to move to the nearest district if you weren't already located in one, so you were able to stay with your friends and extended family. For the people who lived in Canada the only people sent to the same district was either random or your imeditate family. Other wise you where split up from everyone. Although, some were lucky.
The Prime Minister of Canada and President of America thought the Hunger Games would be a good idea to control population and crimes. As you know th Hunger Games if when 26 children, 2 from every district, are sent to the arena and only one is named the victor. Children are forced to kill other children. There are still 13 Districts, and everyones to afraid to start a uprising.
You might think, wasn't there a large war before Panem and The Hunger Games? No, that only in the book. This is real life. The President and Prime Minister decided to join and create Panem selecting some-what important and the important people to inhabit Capitol which you might know as Washington DC. I don't know why South Panem had the most control but it only took a year to set it up.
A/N: Yeah me and my 9 year old cousin were talking and this is what we came up with, but this is only the intro! I feel bad for writing this because none of these are people are going to be OC's, they're my real life friends (and enemy's :) )
