Qui-Gon and Tahl were supposed to be meditating. They weren't, of course. When most Jedi say they're going to meditate, it usually means they're just saying that to not be disturbed.
Just as Qui-Gon and Tahl were. They couldn't resist the temptation. Instead of meditating they were holding hands. They were holding hands because no one was around. They were holding hands because it felt so darn good.
"Qui-Gon… we shouldn't be doing this," Tahl giggled as he massaged her thumb with his.
"Why not?" Qui-Gon asked, too caught up in his selfish desire to hold her hand.
"It's against the Code, and you know it," Tahl explained sullenly, her brilliant, blind eyes drooping.
Qui-Gon's affection evolved into annoyance. "Think about it; no one can follow the Code. It was created for perfect beings, and no one is perfect!" He pulled his hand away to emphasize his distaste.
Yearning for the warmth of his palm, Tahl tried to grasp his hand again. After a moment, he obliged, and they went back to their code-rebuking hand-holding.
"I don't understand the logic behind everything you're saying about the Code," Tahl confessed when the two of them had calmed down.
Qui-Gon took the opportunity to plunge into an example. "There is no emotion, there is peace. Unless we have our hormonal glands and half our brain removed, there is no way we can constantly be peaceful!"
"Ah," Tahl said as she was enlightened. "I am enlightened.
"I thought you would say that," Qui-Gon said fondly, squeezing her hand and causing her to giggle.
"So how are we supposed to obey the Code, then?" Tahl reasoned.
Qui-Gon slapped his knee with his free hand. "We can't; that's just it! Wow, this meditation has been very enlightening!" He sprang to his feet, dragging Tahl with him. He rummaged around his desk, searching for a blank datasheet. "We'll have to rewrite the Code!"
Tahl let go of his hand to give him a very scandalous air-hug. "That is genius, Qui!"

Ten minutes later, Qui-Gon folded up the datasheet and carried it to the Jedi Council Room, whistling on the way. It was deserted, so he left it on Mace's chair.
As the Council assembled for their evening meeting, Mace read it aloud:
"There is strong emotion, exempting negative emotion, but otherwise thou strong emotions may be kept, provided these emotions lead to peace."
"There is no ignorance, provided that thou are unaware of thou ignorance. If this be the case, thou shall keep an open mind concerning ignorance, particularly when it comes to holding hands; so that thou shall gain knowledge."
"There is no chaos, exempting constructive, violent, or comical chaos; and provided that chaos soon makes way for a brief period of serenity, before plunging into constructive, violent, or comical chaos and repeating the cycle."
"There is no death; however, there is the presence of death. The kinder name for death shall be known as The Force, so no longer shall we call death 'death'; death shall be known as The Force."
