I think Vic was just insulting the turtles, because he had a crush on them and wanted them to attack him, so he could push them in his house and fuck them one at a time, starting with Leonardo, then Donatello, then Raphael, and finally Michelangelo. But they didn't attack him, instead they attacked the Kraang, so he thought the Kraang wanted to fuck them as well. So that's why he made a deal with them, in order to figure out if they wanted to fuck the turtles just like he did. Luckily for him, the Kraang didn't want to fuck the turtles, but unluckily for him, they wanted to kill the turtles instead. He would've killed them, if the turtles, hadn't came and rescued him, and he wasn't shutting up because, he wanted the turtles to hear him ask them out. But sadly the Kraang realized the turtles were there and attacked them. Then Vic's phone got kicked underneath some Mutagen, and then he mutated. Once he mutated, he realized the turtles were sexier when he could see them through six pairs of eyes instead of two. He knew that if he had ten hands and a longer tongue, he could have more fun fucking the turtles than he would if he was human. So he tried to fuck them, but they were not willing to be fucked, so they kicked his ass. And before he left, he said to them, "I'll be back, and when I return, I will have sex with each of you! And you will enjoy it!" The turtles all had chills go down their bodies as they headed home to their lair.
