"Is everyone present?" asked Darkrai, red eyes surveying the room.
"All are present," Dialga and Palkia called out simultaneously. Celebi nodded approvingly. Dialga's time-bending skills were improving. She was a quick learner.
On one side of the stone cavern, Groudon and Kyogre shifted uncomfortably. They were clearly nervous—Mesprit could feel their anxiety filling up the room, turning the emotional climate muggy. All of the Legendaries were about to learn who Groudon and Kyogre's new orb-holders were. What none of them could understand was why this seemed to be distressing the two Titans. New orb-holders were common—the orbs changed hands once or twice every century.
While the rest of the Legendaries were confused, Mewtwo's eyes darkened. In all likelihood, these new orb-holders were humans. Orb-holders usually were. If this was true, then the cause of the Titans' nervousness clearly indicated that there was something wrong with these humans. Mewtwo was not surprised. No good ever came of the actions of humans. Among that species, corruption, greed and bad judgment ran rampant.
Mewtwo was right.
"The new holder of the red orb," said Kyogre, "is Aogiri: the leader of Team Aqua, the organization that wants to flood the world."
"And my new orb-holder," rumbled Groudon, "is the leader of Team Magma, Matsubusa or whatever his name is, and he wants to dry up the planet."
There was silence, and then murmuring like the brewing of a thunderstorm. Then little Mew cleared her throat, and the Legendaries looked up at her.
She flitted around the room nervously as she spoke. "Isn't there any way to revoke orb holder-ship?"
"Not that any of us knows of," replied Giratina.
"Then shouldn't we find one?"
"We don't have the time to go asking around, fool," snapped Mewtwo. "If this turns out to be important enough that we'd have to get the Higher Authorities to revoke those humans' orb holder-ship, we'd need real proof; and you know how long They take to respond to us. By that time, those two might have already blown up the world."
"You say it like it's our fault that our orb-holders are insane," replied Kyogre, narrowing her eyes in a fish's frown.
Cresselia spoke up. "Please don't go starting fights all the time, Mewtwo. True, we wouldn't get a response from Them very quickly, but I'm sure there are other ways we can—"
"They will remain orb-holders until their deaths."
All conversation quieted, and all eyes focused on the speaker. Celebi, looking somewhat pale, was hovering a little at the end of the room, eyes flitting around to meet the gazes of the other Legendaries. She was nervous. This was bad.
"Well, that cleared things up," muttered Entei.
Shaymin skittered over to Celebi, craning her tiny neck to look at the sprite. "What's going to happen to them? What's going to happen to the world?"
"I can't tell you," Celebi replied. "I wish I could, but I'm not allowed to. I've already told you all I can."
"The thing is," Suicune joined in, "while Kyogre and Groudon can't control themselves under the Orbs' influences, neither can the holders, to a certain extent. When orb-holders try to use the orb, they act on their most basic desires and instincts, remember?"
Groudon snorted. "Of course we remember. But that might just be even worse. Those two are rotten to the core."
No one could disagree with that.
"This might seem too pessimistic, but there's not much we can do but wait at this point," Latias pointed out, not wanting to be the bearer of bad news.
There was silence, as the Council considered. Finally, Mesprit said, "I think everyone agrees."
"All right, then," Giratina said heavily. "Meeting adjourned. Everyone…be careful."
