Tony watches Wendy walk around the flower shop answer his question of 'why?'.

"I left because I wasn't ready to meet 'The One', ok? And you were 'The One'.

Tony is left confused by her answer.

"That doesn't make any sense."

Wendy replies.

"Are you sure? Cuz from what I see, you spent the last nine and a half years avoiding real relationships. I was just broken first. Which is why I left my hero cop for a stockbroker who cared more about money than people? I wasn't ready to meet 'The One' when we met, Tony. But I sent you that invitation because I am now."

Tony stares at her for a while. Wendy takes the cue to leave, when Tony speaks up.

"I got over you after a year and a half, Wendy. I got over you because I met 'The One' but I lost her."

Wendy turns to face him shocked. Shocked that he didn't consider her 'The One', shocked he'd moved on and shocked that he'd apparently found love again only to lose it. Wendy asks the question now burning in her mind.

"How'd you lose her?"

Tony replies.

"She was killed. She died because a dam terrorist wanted to hurt Gibbs by killing all the women in his life."

Wendy is able to see so much pain behind Tonys eyes, far more pain than what she saw when she left him the night before their wedding. She apologizes not knowing what else to say.

"Tony I'm sorry."

Tony continues.

"You're right that I'm a broken man that I'm still hurting. But it's not because of you leaving me. It's because I lost Kate seven years ago and I haven't stopped loving her or her memory. I avoid real relationships because none of them compare to what I had with Kate, even if all we had was a month together. We might have had longer but I was still hurting from you leaving me so I held off telling Kate that I'd fallen for her because I was scared to have my heart broken a second time."

Wendy and Tony remain silent as Wendy processes this new information. Tony speaks up.

"You implied that I was 'The One' for you. I'm sorry but you're wrong because you're not 'The One' for me. Kate was."

Tony walks out of the flower shop leaving the still speechless Wendy standing alone. After some time Wendy asks herself.

"Then who is 'The One' for me?"

This was written in response to Wendy's comment that Tony is the one for her, as a Tate fan, I felt the need to correct the situation.

I don't own NCIS, If I did then I'd have just had Kate re-assigned to another team and have her as a recurring character rather than kill her off when Sasha Alexander decided to leave the show to have a family.
