The Doctor stared down his old foe, who awaited execution.
"May I have last words, Doctor?" the man asked.
"Yes," the Doctor said, suspiciously.
"42 million," Davros said.
"What?" the Doctor replied.
"42 million, exterminated," Davros continued.
"Oh, no, you've
done-"
"NOT I, nor the Daleks."
"Then who?"
"Humans. 42 million
of their own young, every year. Before they're even born. Even a
Dalek won't turn on its own kind. Are they worthy of your protection,
Doctor? Are they that much better than us?"
"...no, they
aren't deserving. But I've got something on them you don't."
"What,
Doctor, is that?"
"Mercy."
