Sarutobi Hiruzen left the conference room, having just finished a meeting with his advisors, both official and unofficial. He sighed at the results of said meeting; his suggested reforms to the orphanage systems, something that was in dire need ever since the Kyuubi attack, met a lot of resistance. Looking back on it, he understood why this was the case. The village was still recovering from the attack after all, both in terms of repair, and in manpower. Homura painfully made that clear by showing the ledger on the village's income as well as the current roster.

Ultimately, and with a lot of debate, he managed to pass a weaker version of his reform. A lot of the credit could be surprisingly attributed to his erstwhile rival and unofficial fourth advisor Danzo. Surprisingly, the two apparently agreed on the subject and managed to finally hammer out a measure that, while not desired by anyone, was something the village could feasibly do. Not for the first time did Hiruzen curse the day that the Kyuubi came, as far too much was lost on that day…

It is in this state of rumination that the Third Hokage entered his main office, where he got the shock of his life. It was almost like the First Hokage himself grew a mighty tree, chopped it down, converted the whole thing into paper, and did the same thing to over a gross more. The pile of papers was so high that he could swear that they were pressing on the ceiling and forcing it to buckle. As he looked upon this massive stack of papers, he looked resigned to his fate, as he signaled his personal secretary into his office.

The secretary, a genin temporarily assigned to the task, bowed down in deference to her leader, shoulder length brown hair touching the floor, as she inquired "What seems to be the problem, lord Hokage?"

The venerable leader bade her to rise, as he waved to the mountain of deskwork that has consumed his office. The sheer volume of work caused her eyes to bug out. "It seems that our filing system has suffered a minor hiccup Miss Takamura.", He noted in amusement, his serious expression giving way to a more open and amused one as his secretary flushed in embarrassment.

"I apologize for the error lord Hokage. I didn't-", he cut her off with a dismissive gesture, assuring her that no harm was done.

"Mistakes happen. While I'm a bit surprised that this amount of paperwork was sent to my office, I've had cases like this before. I merely called you so that you can contact Mr. Aida. He will take care of this", Miss Takamura nodded, as she left the room to contact the bureaucrat. In the meantime, Hiruzen merely laughed about the incident, since for a second there he honestly thought that was his workload for today. This little incident made him thank his ancestors that concepts like bureaucracy existed. He shuddered to imagine if he was forced to deal with all of this by himself.
