Okay, I got this idea going to school, tell me what you think :)

PROLOUGE
They were at Star Fleet command, celebrating. Celebrating their triumphant return to the Alpha Quadrant. They'd managed to cripple the Borg, while at the same time, scare Star Fleet command into thinking they were being attacked by the Borg. As soon as they had returned Star Fleet had subjected them to intense debriefings and medical examinations. The Marquis, Seven, the EMH, and Tom were all poked and prodded, they almost convicted Captain Janeway herself for violation of the Prime Directive. She was, however, helped by her crew, who had fought tooth and nail to get her out.
And now, they were free. The Marquis were forgiven of the 'crimes' and Tom had 'time served' in the Delta Quadrant. Seven and the EMH (along with his mobile emitter) were too much of an asset to Star Fleet for them to punish. Seven was also given a commission as a lieutenant, considering that in her time with the Borg she'd assimilated more knowledge than most officers would learn in a lifetime. And they'd decorated the Captain with almost every possible award she could have gotten.
But there was still one problem. One that bothered the Captain and EMH, but they weren't about to say anything because it was none of their business. It was Chakotay and Seven of Nines relationship. The Captain had dismissed it, as it was their lives, not hers and she had no control over the relationship. However, the EMH decided that something needed to be done, as the Captain was getting more depressed and he was loosing Seven. He was going to undermine their relationship.
