Katniss made sure that everyone who had died both in the Games and the rebellion was remembered by the whole of Panem. Every year, at eleven o'clock on the day the Games would have begun, everyone, every man, woman and child across all the districts and the Capitol put 3 fingers to their lips, and raised them in the air. No official silence was declared, but it was not needed; everyone had lost at least one loved one in the rebellion, and most districts had lost two of their children every year to the Games. Even under the new government, the districts were rarely united, and on this day they united in their pain and loss. In every district, a memorial was built in honour of every tribute that district had lost to the Games. In the Capitol, engraved into the stone tiles of the main square were the names of everyone, rebel and Capitol, who had lost their lives in the rebellion. Underneath were the words
"We burnt, and you burnt with us."
