"They were made to hunt you Empress. Approximately 300 years ago a sample of your blood was brought to us for study. From this sample we engineered a virus that was meant to bestow vampiric abilities on all who were infected with it. We believed this would even the odds if war broke out. Three subjects were captured for testing: Kodachi Kuno, Nabiki Tendo, and Ranma Saotome. Subjects Kuno and Tendo reacted as expected and developed abilities on par with a noble Methuselah. But, the virus mutated in Saotome girl causing many unexpected changes."
"What do you mean Doctor?"
"At first her body fought off the virus. We believe that if it weren't for all the drugs in her system she would have destroyed it completely. Once the virus took hold she developed many cat like qualities. Claws, slited pupils, enhanced senses, prehensile tail, and elongated canines. The only traits she shared with the others were the blood thirst and the ability the spread her version of the virus to others through blood infusion."
"Why did you do this?"
"Fear. You Methuselah are so much stronger than us. Should we go to war we terrans would undoubtedly lose. With these three girls we would have a chance, or we would if not for the fact that the Saotome girl violently attacks all our personnel. We don't know how but it seems she can tell who works for me and who doesn't. That is why we have come to you. We wish to ask you if you could send someone to teach them the use of their powers, and perhaps introducing the idea of passing on their gifts to others."
"Why should I do this?"
"We are witnessing the birth of a new species Empress. This is an opportunity no scientist has ever had before. Please think of all the things they can accomplish. With our influence we can finally create a utopia using them."
