Background:
This is when Declan and Tony first start going out. They break up because Declan leaves for College in DC and her dad gets relocated. Their break up is right around when the events in the episode Baltimore start, Gibbs getting caught by Tony and Tony joining NCIS etc. They see each other again 5 years later when Tony's been with NCIS for a while and Gibbs wants Declan on the team.
