Not Watari
Just like Near is not L, Roger is not Watari, but they do their best. Near was lucky: he'd had Mello to fill in the gaps, at least for a time. Time enough, since it had led to the defeat and death of Kira – something the original L had tried and failed to do.
But his job is relatively easy. He scouts cases and passes on the interesting looking ones. Sometimes he meets with task forces scattered around the world. Most of the time it's not dangerous at all, and when it is…he looks charming enough to be perceived as no threat. That's always a mistake, since he's the manager of Wammy house, the person who trained Near to be what he is, when Wammy wasn't around. He's no pushover.
But he's not Watari either. Just like Near is not L.
