MEMORANDUM
FROM: The office of Commissioner Davis Roberts, Cascade Police Department
TO: All Cascade PD Personnel
RE: Enhanced Safety Protocols
After careful review of Cases involving the Cascade Police Department the safety review board has filed the following recommendation, to be enacted immediately.
1.1. Officer Safety
--1.1.1 All personnel will be issued class IIIA (or better) ballistic vests
--1.1.2 All personnel will be required to wear said vests at all times while on duty
--1.1.3 Picture ID/Code cards will be issued to all personnel and worn at all times
1.2 Building security
--1.2.1 All Doors will be replaced with 3 inch steel doors which will withstand small arms fire.
--1.2.2 All interior glass will be replaced with 3 inch industrial strength Plexiglas as used in most banks.
--1.2.3 The front lobby will be replaced with a sealed reception area.
--1.2.4 All visitors will be required to walk through a metal detector before being allowed entry
--1.2.5 All visitors will be accompanied by armed escorts.
2.1 Protection details
--2.1.1 In addition to body armor, all persons performing protection surveillance will be required to do it from a LOCKED, AMORED vehicle.
--2.1.2 All members of a protection detail will:
----2.1.2.a Know each other
----2.1.2.b Watch each other's back
----2.1.2.c Be subject to a full financial audit
----2.1.2.d WEAR THEIR BODY ARMOR
3.1 Visiting Friends
--3.1.1 All Visiting Friends of:
----3.1.1.a Detective James Ellison
----3.1.1.b Detective Blair Sandburg
----3.1.1.c Captain Simon Banks
3.2 Will be subject to:
--3.2.a Full background check
----3.2.b Full Psychological Profiling
----3.2.c Complete Physical
These changes must be enacted no later than 7/1/2002
