Mustang's invincible. That's what he thinks. He thinks he can just snap and Scar's gone.
Everyone says he's useless in the rain. But he never listens.
But she- she saves him before she tells him. She saves his life, then says it.
"You're useless on rainy days. Please stay back, Colonel."
You can't save me from the rain.
It will just keep falling.
I'm not as useless as you think.
I don't need you to save me from the rain.
And he takes her words to heart.
No one else's.

He hadn't felt this kind of loss before. And he thinks it's his entire fault, and that he hadn't answered the phone quickly enough, hadn't been able to save him.
He watches Hughes' family sob to themselves, and he can't help but feel the guilt crashing down on him like rain.
And when it's just him and Hawkeye, he doesn't hesitate to pull his hat over his head and cry (because Hughes and Riza are the only two he'll open up to).
It's raining.
Please. Save me from the rain.
You're the only one who can.
He says, "It looks like it's going to rain."
"But...it's not raining." It's depressingly funny how she doesn't see.
"Yes," he insists, "It is."
And then she sees, and says "Yes, sir"
It's raining.
And I'm useless in the rain.

I can't remember where I found those last lines, maybe an icon or something, but those gave me inspiration.
But if you think about it, Roy's lines at Hughes funeral are really symbolic. Because it's been pointed out he's useless in the rain. And he points out it's raining, so in a way he's saying he's useless then. Ha. Yeeeaaah.
