Somewhere in the woods for no reason, Blanka encountered Pikachu and saw his next meal. He lunged at it, but the nimble mouse quickly jumped back and with an angry growl-type noise from Pikachu, the fight began. Blanka lunged again, but Pikachu quickly jumped over him. From behind him in the air, Pikachu fired a powerful Thunderbolt, but Blanka curled into a ball and absorbed most of the electricity.
"Not good enough!" He said, rolling into a ball and charging at Pikachu, but once again, the faster Pokémon easily avoided the attack.
"Pika!" It announced, rushing in and hitting Blanka with multiple Quick Attacks, faster than the man-beast could even keep track of. Then, while in the air after slamming headfirst into Blanka's skull, dazing the electrified mutated man, it quickly hit him in the head with a powerful Iron Tail, further dazing the man-beast.
It tried to roll and slam him in the ground, but somehow he managed to quickly shake off his dizziness and reverse the technique, tossing Pikachu into the air and shocking it. Of course, as all Pokémon fans know, this is next to useless, as Pikachu barely felt it and called down an even stronger Thunder, managing to hit the open Blanka, sending them both flying. It tried another electric attack (I don't know which), but Blanka curled into a ball, not taking the full damage, then charged at Pikachu. Pikachu responded by rushing in and using the stylish dodge taught to him by Dawn and her Pokémon, he avoided the attack with ease, flying far behind the now confused man-beast.
As Blanka let out a confused grunt, Pikachu spun and charged its Electro Ball, blasting Blanka in the back, easily throwing the man-beast a good distance forward. It then scratched its head in a cheeky taunt. Now furious, Blanka let out an enraged roar and used his strongest attack, the Lightning Cannonball. Pikachu, also wanting to end the fight, used its ultimate move: The Volt tackle. The two were matched for a moment, but eventually, Pikachu's sheer force of the attack put a giant hole straight through the center of the man-beast, putting an end to the life of one of the strangest Street Fighters in the game (And that's saying something!)
"Pikachu!" The electric mouse said happily, raising its paw and giving a wink.
Reasons for the outcome:
1: While Blanka is fast, Pikachu is much faster and far more agile due to his small size, so it would actually be near impossible for Blanka to catch him, the one exception being the reversal where Pikachu already had a hold of him.
2: While steel attacks don't work well against Electric Pokémon, Blanka is still human, so there for the same rules don't apply, you hit a human in the head with a steel pipe; they'll be dizzy at best. I doubt they'd still be in the fight.
3: Pikachu is actually much stronger than Wiz and Boomstick gave him credit for and with Volt Tackle, Pikachu can easily go straight through metal, Wiz even said it has the force of a megaton warhead, which would effortlessly kill Blanka.
