Peeta Mellark woke up at the crack of dawn to screaming. He jumped out of bed and ran down the hall to Katniss's room, and threw open the door.

Katniss was screaming, and her arms and legs thrashing, throwing the bedsheets every which way.

"Katniss! Katniss!" he called, grabbing her shoulders.

"No! Rue! Prim!"

"Katniss, wake up! It's not real! It's just a dream!"

Katniss sat up, panting heavily, and when realizing it was just a dream, sank into Peeta's arms, sobbing.

"I saw it again, Peeta. The Games. I- I saw Rue. And then Prim. I saw them die, all over again."

"It wasn't real, Katniss, it wasn't real." Peeta consoled. "You're safe. There aren't, and will never be, anymore Games. Ever."

Katniss seemed to quiet down at this, and gradually stopped crying. She picked up the mockingjay pin on her bedside table and said, "Panem is safe now. Real or not real."

"Real", Peeta replied, easing Katniss and himself out of her bed. "Well, now that we're up, shall we go down for breakfast, madam?"

Katniss smirked at the tone Peeta adopted and said in the same tone, "Yes, I would quite like that, good sir."

The couple made their way downstairs, and started breakfast. It had been 3 years since the Second Rebellion, more commonly known as the Mockingjay Rebellion. Paylor was still President, finishing her first term in office. The Republic of Panem had decided to model itself after the records of the republic left in ruins more than 400 years ago, the one called the United States of America.

"So", Peeta casually started, "The Senate wants us to go to the Capitol today for an important meeting."

Katniss's eyes narrowed. "What kind of meeting?" she said suspiciously, poking her scrambled eggs with a fork.

Peeta sighed. "I don't know. Something about a national event or something. They wanted us to have a say."

"When do we leave?"

"Three hours from now. We had to wake up early anyways."

Katniss scowled. "Fine. Let's get going. I want this over with."

Three hours later, Katniss and Peeta boarded the train, which shot off along the track to the Capitol. In the short days it took to get there, Katniss saw a noticeable difference in the Districts they passed by. Children were laughing and playing in the fields, adults were happily going about their day, and everyone was happier in general.

"Ladies and gentlemen, we have just passed the Capitol city limits. Please make sure all the things you have currently on you are taken off the train. Thank you for riding with us", the speaker boomed.

5 minutes later, Katniss and Peeta were greeted by a cab, which took them down the bustling streets to the Senate Building.

"Hey, love birds! Long time no see!" A familiar voice called out.

"Johanna?" the District 7 victor smiled, pleased at being remembered. Her short brown hair reached her shoulders, and she was dressed casually in a sweater and long pants.

The couple was guided into the Senate Building, and as soon as they took their seats next to the president's box, Paylor announced, "Friday, July 18. This is the final vote for the plan of the late Alma Coin's: one last Hunger Games with Capitol children. All in favor?"

Hand shot up into the air, until there wasn't a senator with his hand down. Unanimous.

Paylor steepled her fingers. "That settles it. The 76th Hunger Games are on."
