Hotch was tired of following the rules. Because of the damn rules he couldn't be and wasn't allowed to be with the woman he loved and who owned his heart without even knowing it. He finally figured it out that the rules don't and shouldn't matter because if he let them then he would be alone for the rest of his life and he didn't want that. He was tired of being without the woman he loved.

He stood up from his desk and walked out of his office and to the rail on the catwalk and took a deep breath before saying very loudly, "Emily Prentiss I love you."

Emily's head snapped towards Hotch when she heard his voice. The pen that she had been using to write with dropped out of her hand and her eyes went wide as she looked up at him in surprise. She could tell by the look in his eyes that he was speaking the truth and speaking from what was in his heart. She looked around and bit back a chuckle when she saw that everyone else was looking at Hotch in surprise. She saw that Dave had come out of his office and was smiling and she noticed that Derek and Spencer were both smiling.

She finally got out of her seat and walked over and up the stairs to Hotch and she said "I love you too Hotch, but what about the rules?"

Hotch smiled at Emily and said "For once in my life I'm doing something for me. The rules be damned because I don't care about them as much as I care about you. We can work around the rules plus if need be we have Dave to help us. I love you Emily and I need you. Will you be mine?"

Emily nodded but before she could say anything Hotch's lips crashed down onto hers. She gasped and then smiled right before she started kissing him back.

Both her and Hotch forgot about the audience that they had. They only came back to the present when they heard whistling and clapping. They both pulled back and smiled sheepishly at everyone. They really didn't care that everyone saw them kissing because they only had eyes for one another.
