A/N: So this is my first ever fanfiction. It is from the perspective of Rue's oldest younger sister (if that makes any sense at all) when Katniss and Peeta are in District 11 for the Victory Tour. She watched, silently, as her older sister's name was plucked from the reaping bowl. She watched, but she did not scream like her little sisters, or dissolve into tears like her mother. She simply held her youngest sibling close and tried her hardest to stay strong, for Rue's sake if for nobody else's. She was, after all, the eldest now. It was her responsibility to look after her sisters. So she said nothing, did not shed a tear whilst watching the Games, showed no reaction to her sisters horrific death, keeping strong. And on that day of the Victory Tour, she gazed up at Katniss Everdeen, the girl who had befriended her sister. Formed an alliance with her. Held her close and sung to her as she died.

So when the old man whistled the signal, and the entire population of District 11 saluted the girl standing onstage before them, she joined them. She knew that she would be punished, that they all would, but that did not stop her from paying tribute to the girl she looked up to almost as much as she had looked up to her own sister. She may have psychological wounds, scars that would never heal, from watching her sister's life fade, but she was determined to be strong.

And she knew that somewhere, Rue was looking down at her, at Katniss, at the whole of District 11, maybe crying a tiny bit. Maybe Thresh would be keeping her company, smiling sadly at the sight of his grandmother and sister, his only living relatives. And he would turn to Rue and say "I let her live you know. District Twelve. I let her live for you." And Rue would nod her head, and whisper the words, "I know. Thank you."

And it was in that moment when Rue's little sister would do anything and everything she could to rebel against the atrocity that was the Hunger Games. It was too late for Rue, but not for her. Not for her sisters, or Thresh's, or the little girl she did not know by name, only as 'Katniss Everdeen's little sister.' At that point in time, she was a rebel. And she would avenge the deaths of Rue and Thresh, and all of the other tributes that had been killed by the Capitol. She would show them that she wasn't just a piece in their games anymore.
