If I owned Avatar, next week when Jet's all over Zuko and Iroh like a rash, I'd have Longshot and Smellerbee become the second official pairing of Avatar (well, maybe third. Momo/Appa and Sokka/Suki) and have Iroh meet Toph again in the episode after that.
So... as you will probably see in the next 2 weeks... I don't own Avatar.
I really think Longshot isn't speaking because he doesn't want to. But I don't want to go to crazy! So I'll just leave it ambigous to why.
Here's Longshot and Smellerbee waiting outside a house/inn for Jet.

The light was on in the room above, indicating he was still inside - working his charm.
While they stayed outside and waited.
It rained, rain drops petaling down over the city, basking it inside it's walls in a glossy coat.
Splattering down on her frayed, short brown mop and matting it too her, Smellerbee looked at her companion from the dark circles around her eyes.
She rarely saw him take off his hat. But this time, he wordlessly pulled the cord strung together at the back of his head and with a bandaged archers hand lifted it up, holding it about the smaller figure, his cropped black hair now getting the brunt of the downpour.
In comradeship, she shifted over, pressing herself against him so they could both bear the shade of the hat.
His breath stopped for only a second as she rested against him.
There would be no excuse for this in the tree hideout. So much space. So much room to be apart from one another in the wilderness.
Longshot drew his arm around her, keeping her sheltered from the cold.
She huddled in closer to him. Sensing his unpoken words. His longing.
As Longshot's hand cupped around her shoulder guard's, the door opened and familar face came stalking out.
"We're leaving" Jet said, not minding the rain. "There's no prospects here."
Longshot let Smellerbee go and they each joined his side again - sharing one last look before they did so. Longshot's eyes full of tenderness showing a side of him that countered the hurt that he'd been feeling for so long. Smellerbee, casting a dutiful look to Jet and then holding hers with Longshot.
He always understood her.
They were products of war. Products of pain. But in Ba Sing Sei... things started to look all right again.
