Joker was on a stage strapped down to a patient transportation trolley from Arkham wearing a strait jacket and muzzle with five men pointing automatic weapons at him. All of Gotham city was gathered in front of the stage, commissioner Gordon was standing on a podium about to give a speech.
"Aww a speech for little ol' me, I knew you cared" The Joker teased
"Shut up clown" said one of the guards as he slammed the end of his gun into the Jokers jaw as Gordon stepped up to the microphone.
"Citizens of Gotham! For years this man has murdered and terrorized us!" Gordon yelled pointing to The Joker laughing through his muzzle "And we are sick and tired of it!"
The crowd cheered with agreement.
"Tonight we make things right and kill the crazy son of a bitch!"
The crowd continued to cheer before The Joker interrupted them.
"I'm the crazy one?! What about you people?!"
The crowd went silent, the sound of the Jokers voice ran chills through everyone's spines.
"Yes you are the crazy one, we're normal, sane"
"Yes Gordy, but what is normal may I ask?"
Gordon stared at him blankly, Joker was starting to play his mind games and Gordon was not going to join in.
"That's what I thought" Joker turns his head to the crowd since that was the only body part he could move "Citizens of Gotham! How do you know that I'm the one who lost their mind in the first place? For all you know you are the crazy ones! I see the world as it really is, where as you are stuck in your own little world where you point the finger at the people who see the truth whenever something bad happens, well I've got a news flash for you, the world ain't all sunshine and rainbows"
The crowd all looked at each other, quiet whispers could be heard among them.
"Perhaps he's telling the truth"
"Yeah this doesn't feel right"
"Maybe Gordons the crazy one"
"No! Do not let this mad man get inside your heads! Can't you see that he's using your doubt to his advantage?!" yelled Gordon as he knew that he was losing the crowd, how could such good people fall into the hands of such an evil mad man?
"Whoops Gordo, looks like I'm winning the crowd over"
All of a sudden Jokers men stormed the stage shooting the guards and knocking Gordon to the ground. Two of the henchman untied Joker from his restraints and The Joker walked up to Gordon.
"That's why you turned yourself in to get the citys attention, you knew this would happen" Gordon sounded shocked and afraid to find out what Joker was planning to do.
"Oh commissioner, you're so gullible it's almost funny and thanks for the help be the way couldn't have done it without you"
Joker walked up to the podium where Gorden was standing just moments before
"Gotham, listen up, I'm in charge now and I say that from now on all crime including murder is legal until further notice from me" Gordon couldn't believe what he was hearing until all of the crowd broke out into a violent and bloody mess. Gordon watched in horror as the body count started to rise, mothers with their children started to run for their life only to be followed by other rampaging citizens. The Joker began to laugh as he leaned into the microphone, his voice sounded unusually deep and unsettling as he said his final words before leaving
"Let there be anarchy"
