This is my version on how all the rules came to be!

Rule #1: Never let suspects stay together
"So, we have two killers and the third is MIA," Tony said, gnawing on the end of his pen cap, watching the TV screen from his desk.
"And they have already killed four marines," said Kate, tapping her fingers on her desk.
"We combed through the evidence but found nothing," Abby said, as she sat on top of Gibbs' desk.
"There has to be something somewhere!" McGee said, typing quickly on his keyboard and his computer made a loud beep and McGee frowned.
"What's the matter McMotherboard? Mrs. Motherboard being naughty?" Tony teased.
"Find the third! And step on it!" Gibbs barked as he walked out of the bullpen. But before leaving, he gave Tony a head slap.
"It would be much easier if we put the two killers in the same room and watch them sweat," Kate suggested.
"I thought they didn't get along," McGee said.
"What's your point McGoo?" Tony asked.
McGee sighed, "Well they killed the first marine, and there was evidence that the killers fought and one nearly killed the other. So if we put them in the same room, won't they try and kill each other?"
"We need to find the last killer!" Kate said, "I say we put them in the room together and make them sweat."
"God Kate. I have never seen this side of you!" Tony teased.
Kate rolled her eyes, "I want to go home!" So that's what the team did, they put the two killers in the room together. Tony left to stand on the other side of the glass with Ducky, Kate and McGee.
"Are you sure this is such a good idea?" Ducky asked.
"They will be fine," said Tony. But after a couple minutes the killers went at each other. One jumped out of his chair and knocked the other clean off of his chair. They started to fight, even in handcuffs. Tony and McGee pulled one off of the other and moved them back into separate rooms. They were all cut up and bleeding.
Gibbs appeared and looked at the team and said, "Rule number one, never let suspects stay together."
