Prologue:
A silence descended upon the Borg Collective. As the explosions from the Unicomplex faded, the last noble act of the Queen to spare the Collective from a crippling virus, the Borg were left directionless, without purpose. Then, an ancient protocol, on implanted at the dawn of the Borg, was activated.
"Drone One of One has been lost. Royal protocols damaged, retrieval impossible. Initiating Avatar Directive. Determining primary directives: technology development and acquisition, assimilation tactics, tactical compilation. Selecting optimum drones." The remaining processing power of the Collective went into action, searching through the massive amounts of data stored on Borg vessels. Finally, after hours of searching, the appropriate drones were found.
Drone Five of Ten, Secondary Processor of Unimatrix Nine-Eight-Two, took a sharp breath as his connection to the Collective was interrupted. "What is happening?" He asked in a shaky and slightly fearful tone.
"Avatar Directive has been activated. You have been selected for tactical compilation directive. You will comply."
"I will comply," Five of Tem replied, his individuality asserting itself for the first time in six months. His memories returned quickly, but his desire to preserve the Collective remained. His connection to the Borg was rebuilt so that he now controlled the Hive Mind. He was once again Xi'nan of the Vilgreth Empire, the last of his race. Now they would be avenged, after the Collective was back on its feet of course.

It did not take long for the other two drones to be selected. For the technology directive Oleron, a Krenim, was selected, and assimilation tactics was given to T'nel, a female Vulcan. They were quickly given full control of the Collective as the Avatar Directive indicated. They met for the first time through holographic transmission on board a Borg Cube.
"The Collective is in danger," Xi'nan began. "The primary Unicomplex is gone, and with it trillions of Borg, as well as the destruction of our transwarp network. These must be our first priorities."
"I agree," T'nel continued. "I also recommend beginning research into Quantum Slipstream technology. With it the transwarp network could be made obsolete."
"I recommend that once our long range capabilities are restored we launch an invasion of the Dominion. Their cloning technology can provide us with a limitless supply of drones without risking infection by pathogens such as the one which crippled us," T'nel added.
"Agreed. There is consensus. We shall begin operations immediately," Xi'nan said. The Dominion was the race which had destroyed his people, and now he had the power to make them pay.
"I have something more to add," T'nel said. "I advice sending the first vessel with Slipstream technology to the Alpha Quadrant and assimilate the technology the starship Voyager used against us. With it the Collective will become much more effective." The three members of the Core Consensus linked their minds and debated for several seconds.
"Agreed," the three drones spoke in unison. "The Borg will prevail."
