AN: Let me know what you think, as this came to me on a whim. Cause I felt like every time he hugged her he was trying to tell her he really loved her.
He didn't think she ever knew it but when Rose took the soul of the TARDIS into herself she had opened a link of sorts. The Doctor had felt it just after he regenerated at Christmas; she needed him, had called out to him in his mind. That was when he blew up the tree. He had never abused the link they had; until they were separated because of the Cybermen. Then he called out to her showing her where they would meet for the last time. She had asked if she could touch him he told her no; and used their link once more to flood her mind with the many times they had hugged. He knew it would take more energy to do this, but he had to give her something. He just hoped he conveyed how much he really loved her in those images. So he wasn't too surprised when he came back to himself just before he was able to voice the words his hugs had conveyed. He was heartbroken most definitely; but he made the choice.
