Jensen knows that Roque despairs of his dress sense. He is also pretty certain that Clay has decided that it isn't worth the effort of trying to get him to change who he is, or at least he has 'out of office hours' so to speak. Unlike Roque, Clay knows how to pick his battles and downtime t-shirts are not worth the wasted energy. Roque, by contrast, seems to rise to the challenge that his choice of t-shirts provides.
Jensen spends more than half his life being told what to do, where to go, when to eat, even what to eat and what to wear. With a life like that who wouldn't want to break the mold a little? He doesn't want to spend the whole of his life invisible. At work, he spent years as the geek, regardless of the rest of his Special Ops training. With the Losers, he's more than just the geek, although they're still happy enough to leave him the title, and, in honesty, he's happy to carry it from them like a badge of honor.
So contrary to Roque's accusations, his much maligned t-shirts are neither bought when he's drunk nor when he's broken his glasses. He actually puts a huge amount of thought and consideration into their acquisition. There are online stores as well as a really cool shop in the mall not far from his sister's house and every single one is bought with due care and consideration. They have to be just right and show a certain flair in the right light and perfect spot.
Kind of like Jensen himself.
