Team Galactic goal is one of the most ambitious among evil teams. Create entire new universe for Team Galactic to live in (in secret only Cyrus).
This is how it should be done.
Cyrus has gathered the lake guardians: Mesprit, Uxie and Azelf. Alongside all the Plates and all 28 Unown. And he has summoned the creation trio Palkia, Dialga and Giratina and controls them with the red chains. They all gather to Sinjoh ruins or place identical to it.

Cyrus gives an order and his minions place all 18 plates in the holes on the circumference of the
Giant Circle within The Triangle. Cyrus nods to Saturn who releases the Unown. The Unown gather in the middle of the circle. Dialga, Palkia and Giratina take their places in triangle. Lake guardians spread in between of the creation trio. Ceremony is ready to begin.
Cyrus nods to Charon who activates a machine. Machine sounds exactly like Azure flute.
Sound of Azure flute triggers the ceremony. Plates and the Unown start to glow, Plates rise from the ground and start to circle alongside the Unown. The plates turn white and fuse around the Unown. Plates form an orb. Plates form An Egg. There is something visible inside the egg, something blurry and black..
Cyrus: "The unown are the energy and plates are the matter. NOW! Dialga! Palkia! Masters of time and space! Give energy and materia place to be! Giratina! Master of realm of shadows that supports the realm of light! Give energy that supports everything that exists within!"
Dialga and Palkia roar and release energy into the egg, Egg becomes solid and what's inside is blurry. Giratina Roars and energy it releases solidifies that what is inside. Inside the egg is curled up Arceus.
Cyrus: "World I seek has no emotions or spirit. Uxie make sure world has no knowledge but my own! Mesprit make sure it is world without emotion! Azelf make sure the world has no will but MINE!
Lake guardians scream and release energy into the egg. Egg starts to crack. Arceus bursts out. Everything white is black/dark/ Arceus has red eyes, its halo around its waist is same colour as red chains that control the legendary pokemon.
Alternatively this is how player character summons the regular Arceus
