San Paro.
Back in the day, it was one of the best cities to live in, a thriving international port.
Then things started to change. Crime took hold in the city, and started spreading until it was just a part of everyday life. In the wake of economic recessions, it only grew worse and worse.
The beginning of the end of San Paro's light came 23 years ago, when the city's mayor, John Derren, was assassinated by a man named Luke Waskawi. This single event was a sign of things to come in future of San Paro.
Ten years later, Luke Waskawi escaped from prison, with a single goal in mind: give San Paro the rebirth it needs. In other words, destroying it.
Over the years following the escape, crime grew exponentially worse. The San Paro Police Department desperately tried to keep pace, to protect their city, but they soon found themselves fighting a losing war with a massive criminal underworld like none other ever seen.
Then came Jane Derren, the daughter of John Derren. She was elected mayor of San Paro, and she vowed to do whatever it took to take her city back from the criminal underworld.
In the year after her election, she massively restructured the law enforcement, reorganizing the ailing SPPD, and bringing in private security organizations to assist them. But it was still not enough.
Then came the City Security Act.
The act gave a common individual the ability to obtain a license to act in the name of the law, effectively creating a massive vigilante army. This army of determined citizens came to be known as the Enforcers.
Some questioned such an action, suggesting that the CSA could just bring more chaos to San Paro with so many common citizens being able to bear arms against the criminals, but Jane Derren was ready to do absolutely whatever it took to finally strike a hard blow against the rampant crime devouring her city from within. San Paro was a cancer patient, and the City Security Act was the chemotherapy it desperately needed.
A staggering amount of citizens apply for CSA licenses, truly sick of what was happening to their city, and decide that they want nothing more than to have a part in taking the fight to the criminals and changing their city for better, even die for it.
The Enforcers take to the streets. The criminals warmly greet them. The two sides clash, fighting to decide the future of San Paro.
