This is a SYOT about about the 25th Quarter Quell which is half of the living victors from each district have to go back into the arena. For example if District 1 has 20 living victors then they need to submit 10 living victors. If a District only has 1 victor then that victor is automatically reaped. All victors get reaped from one bowl so it does not have to be an equal amount of femal and male victors from each district. If there is an odd number of victors from a district than they round down, since the Capital is so nice to the districts. Here is the number of current victors from each district below.

Also thts story takes place is Katniss was the lone victor of the 74th Hunger Games, since Peeta killed himself so she could win, which also means there was no rebellion. And the real 3rd Quarter Quell was that only people over 30 could be reaped.
