He soon arrived at the naval base, a few days old after months of construction. Next to him was the destroyer Fubuki, looking up at the complex and its individual buildings. "It looks pretty cool, doesn't it, Commander?" she wondered, to which he responded with a simple nod. Fubuki expected for a second to finally hear the Admiral's voice, but it seemed that it would have to wait. Wait… for a while. The two stepped into the primary building, and he was the first to step into his office, which featured boxes strewn about. He studied every corner of that room which he would be spending the majority of his time from there on out. And it was this room that Fubuki, his secretary for the foreseeable future, would be reporting to him in. "There's not even any furniture yet," she noted, as the Admiral folded his hands behind his back and looked out the window at the sea. She imagined that he would nod, and he did.
"Admiral, you should go construct a new fleet girl!" Ōyodo told him, making her existence known to him. She was named for a light cruiser, but wasn't at present equipped for fighting, which worried him. Yet he shrugged it off. Building up a fleet seemed a good idea. He nodded towards her, and when she asked if he'd like her to show the way, there was a nod again.
And here was the factory. In the adjacent warehouse stood the rooms holding the oil barrels, ammunition, and steel and bauxite ingots. Now there was a minimum of each needed to construct a new fleet girl, and… relaying this information would mean speaking, unless he wrote it down, which he did: "30/30/30/30", and handed to Ōyodo. Those numbers were the first things to come to mind, and he wondered if she'd understand.
"Roger, Admiral." Soon the fairies were at work, building a new ship in one of the empty docks a stone's throw away from the factory. "It seems the fleet girl they're working on will take an hour to complete," Ōyodo relayed to him, to which he nodded. He soon stepped back into the storage rooms of the warehouse and noticed what appeared to be flamethrowers lined up against one of the walls. The wall next to the oil barrels it was, no less. This made him raise an eyebrow over a twitching eye, and his heart rate shot up. "Ah, these are flamethrowers," Ōyodo confirmed. "These may be used to instantly complete construction of a new fleet girl." He leaned his head back ever so slightly, though his expression remained straight towards her, and the girl picked up quickly on his incredulity. "Here, we'll show you."
Soon one of the fairies had grabbed the flamethrower, ran to the dock where the new fleet girl was being constructed, and set the entire thing ablaze. Fubuki had been watching the fairies, and was shaken when she saw that fairy dash by and speed up the construction with fire. Then she could see her clear as day, a new fleet girl. "Commander, a new ship has been constructed!" she exclaimed, turning to the Admiral as he approached.
"Um… I'm the light cruiser Jintsū. Please take good care of me…" the new fleet girl said to him. His expression softened, and he found himself smiling somewhat for once.
