"This is Naruto. He is the son of Kushina Uzumaki and Minato Namikaze, and he is the new jinchuriki." Hiruzen said.

The clan leaders started immediately whispering amongst themselves, and Hiruzen could tell the general opinion was that the baby was dangerous and he should be locked up or killed.

"The fourth Hokage sealed the demon himself. It can't be broken from the inside." Hiruzen tried to assure them, though he was quickly able to tell that his statement fell on deaf ears as most of them simply nodded indifferently. Some were no longer out for you jinchurikis blood, but they would keep their distance until they were sure for themselves.

"So it can be broken from the outside?" A civilian asked skeptically.

"Well yes," Hiruzen admitted, though he didn't include the fact it would take a seal master of Jirayas level to accomplish such a feat, and he didn't know how is his answer changed the newborn's life forever.

The civilian council looked uncertain, with their knowledge of the art of sealing limited to what they see when ninja seal equipment into scrolls, their lack of experience would lead them to believe any ninja of chunin or Jonin rank could I unseal the nine tails.

"You don't need to worry. The Nine-Tails is not invincible. Hashirama was able to restrain it with wood style, and Madara was supposedly able to control it with his mangekyou Sharingan." Danzo said, already planning on how he would use the Jinchuriki as they were mean to be used, which was a war deterrent he was unable to convince Mito or Kushina of their role as they had already been too old to put under his control, but Naruto was only a baby all he would have to was keep him alive, and he could tell the civilians would only ostracize the boy giving him ample time to pull the boy under his control.

"Hashirama used wood style, a jutsu unique to him, and Madara was the strongest Uchiha that ever lived." Someone pointed out.

"We don't need an Uchiha as strong Madara. We only need one with powerful genjutsu, and we have a wood style user. If we continue his training, he will be very helpful, and Fugaku will watch for a skilled genjutsu user." Danzo said, as he let a small smirk creep on his face when Hiruzen frowned at the idea of controlling the boy, though he didn't voice it as he knew the village needed deterrent, and they would need to make sure that should the boy lose control in the future they had people who could reign him in.

"Fugaku the one you pick should be young. I would rather Naruto see them as a friend or an elder sibling than a bodyguard." Hiruzen said, as he still respected his predecessor enough to try and make his son's life as easy as possible, even if the boy would be a weapon for the leaf.

"You can't expect us to feel safe with a child guarding the Nine-Tails." A civilian said, obviously unaware of just how powerful a child from the Uchiha clan could be, and how keeping a jinchuriki emotionally stable was crucial in maintaining control over the biju. Many people murmured their agreement, before the aged Hokage to voice his disagreement.

"Let's not forget, the fourth Hokage was a genius. The seal won't break." Hiruzen said. "We need the boy to love the village, and he will be more likely to love the village if he has friends."

"Yes, he must love this village and want to protect it. We will let him watch ANBU train as a toddler, once he can walk he will start training, and once the wood user and the genjutsu prodigy are strong, we will start teaching him to use the fox's power." Danzo said.

"Why can't we just kill him and be done with this?" a villager asked getting quite a few nods of agreement from the rest of the civilian council.

"He is the son of the late fourth Hokage, the fourth Hokage wanted him to be seen as a hero, and if we kill him, the fox will be set free," Hiruzen said. The importance of the child's safety began to dawn on the civilians. Hiruzen continued. "That's right; this infant is the only thing keeping the fox from killing all of us."

"He could train with my son Itachi. He hasn't awakened his Sharingan yet, but he created a perfect fireball on his first try. If he puts his mind to genjutsu, I am confident he can master genjutsu if he puts his mind to it." Fugaku offered.

"He is a bit old, but we will keep him in mind just in case." Hiruzen said.

"There is also my daughter Satsuki. She is still an infant, but she could start her training when he does and learn how to help with him as they grow up." Fugaku suggested while he wasn't a big fan of the idea of his children being around the boy should he lose control it was the best option they had at the moment.

"Why haven't you mentioned any of the children outside of your family?" Danzo asked, he wanted the boy solely under his control, and he knew that the Uchiha clan head would not allow his children near him, and his root which would limit his time with the jinchuriki.

"I will not put someone else's children in that position unless we are absolutely sure it can't be avoided," Fugaku replied.

"That is very noble of you," Hiruzen said. 'It's nice to know we still have honorable Shinobi who are willing to put the village ahead of themselves.'

"If we are done with this we should move on to reconstruction. I've seen the village from the Hokage faces. It looks like hell." Danzo said, he knew when he was beat, and would have to wait for another opportunity to present itself in the future.

Someone asked. "Wait where will the boy live until he starts his training?"

"We would like someone to adopt him," Hiruzen said. "The more normal his life is, the better. Emotional stability is crucial."

"Hiruzen I agree, but let's be realistic no one will adopt him," Koharu said.

"That is a problem for another day," Danzo said.

"I agree. Let's focus on rebuilding this village." Homura said.

Danzo had to use all his will power not to smirk at their arrogance, keeping the boy away from people would only strengthen his chances of bringing the boy under his control later.

They went over new locations, budgets, and length of time required for reconstruction.

That night in the Uchiha district

"Mikoto. I need to talk to you." Fugaku said seriously he was unsure of how his wife would react to have their children around the new jinchuriki. He could only hope that her friendship with Kushina would allow her to accept it.

"Yes?" She asked.

"The village needs Uchiha who are good with genjutsu, to help control the Nine-tails should it break free of its jinchuuriki. They want young children to learn genjutsu and befriend the son of the fourth Hokage. I have volunteered Itachi and Satsuki." Fugaku explained carefully.

"What's wrong with that?" Mikoto asked, not understanding how this may affect her family.

"The son of lord Forth carries the Nine-tailed fox inside him." Fugaku said.

"What?!" Mikoto yelled. She couldn't believe her husband was willing to let her children anywhere near the demon.

"The way you feel right now is why I couldn't offer someone else's children." Fugaku said trying to quell his wife's rage.

"I will not let my children grow up with a demon!" Mikoto screamed.

"Would you rather I volunteer someone else's child?" Fugaku asked.

"Of course I would rather it were someone else's child. I won't let you send my children anywhere near the demon." Mikoto said.

"He isn't the demon. He is the son of the Fourth Hokage, and the fourth was a genius. That seal won't break." Fugaku said while thinking 'Did she really just say she would rather we send someone else's children?'

"I can't believe the fourth Hokage would have turned his own son into a monster," Mikoto said, in disbelief.

"He was a leader. His needs came second. He couldn't have sealed the fox into someone else. Me you Satsuki, but he chose to put the needs of the village ahead of his own and offer his own child. I will put the needs of my clan above my own, and my children will be the boy's bodyguards and friends. That is my final decision." Fugaku said.

"I won't let you." Mikoto snarled.

"I'm sorry Mikoto, but people who are given authority and responsibility need to make sacrifices for those who gave it to them," Fugaku said. 'Your compliance isn't a factor.'

"I HATE YOU!" Mikoto said and stormed out of the house.

"I'm sorry." He whispered when she left, he had honestly thought that his wife would understand with past experiences with Kushina, but it seemed like he was wrong.

Four years later

No one had adopted Naruto. Because of this, he would spend most of his time watching them train.

One day Hiruzen summoned Fugaku. "He is ready to start training. Are you still willing to let your children train with him?"

"I made a promise I will stand by ANBU it." Fugaku replied, tiredly the past four years fighting with his life about his decision had been tough on the Uchiha clan head, but he would do his duty as a shinobi regardless.

"Well, I would like them to start tomorrow," Hiruzen said, knowing full well there was little he could do for the man, and his family life the village was more important than anyone families happiness.

"Ok." Fugaku said simple, as he started walking away unsure if could ever reconcile with his wife after he put into action their plan on how to keep this jinchuriki under the leafs control.

"Wait how does Mikoto feel about this?" Hiruzen asked, he already knew as Fugaku had told him how his wife reacted all those years ago, but he felt he owed it to the man to at least show he cared enough to ask regardless.

"She calmed down about a month after I first told her. She is still unhappy with the idea, but I'll bring them. I know my duty to the village." Fugaku said.

"If you took Naruto with you, and she saw the little guy would she be more accepting of the idea." Hiruzen said.

"No. But if I didn't tell her, I found him outside crying, and she had to take care of him for a day or two." Fugaku said, catching on the old hokages idea.

"So you think if she gets attached to him and then you tell her she'll be fine with it?" Hiruzen asked hopefully if he could take some of the stress off the younger man's shoulders he would, and having interaction with a possible future mother figure could only help Naruto.

"I hope so, but will Naruto understand and go along with it." Fugaku said.

"I'll explain it to him. Make it seem like a game to fool her. He's pretty smart." Hiruzen said. "But are you sure you want to do this to your wife?"

"Well if you want to lie to your wife make sure the fib is flawless." Hiruzen said.

Uchiha district an hour later.

"Honey I found this child outside a few blocks away. Could you take care of him while I go back to the Hokage and try to find his parents." Fugaku said.

"Sure. What's your name, little guy?" Mikoto cooed.

"Haru." Naruto said.

'The Hokage was right. He is smart.' Fugaku thought.

"He's so cute." Mikoto said taking the child from her husband.

"If you say so." Fugaku said.

"Don't pay attention to him. He doesn't know what he's talking about." Mikoto said as she smiled at Naruto, who gave a small grin.

"I'm gonna go find his parents. Take good care of him. His parents will want him back as soon as possible, and they will be angry if he gets hurt." Fugaku said.

Back at the Hokage office

"Well does she like him." Hiruzen asked.

"Yeah, she said he's super cute." Fugaku said, said with a dry chuckle he was beginning to worry if this was the best idea.

"Good tell her I have no idea who his parents are and ask how she feels about taking care of him until we find his parents." Hiruzen said.

Uchiha district

"Well?" Mikoto asked.

"The Hokage has no idea, and he wants to know if you can take care of him until he finds the little guy's parents." Fugaku said.

"Of course we can he's super smart for his age," Mikoto said. "and he's super well behaved. Satsuki needs his example."

Three days later

Mikoto and Satsuki have been playing with Naruto, and both have grown quite attached to the young jinchuriki. Mikoto loving the fact that boy seemed to be a lazyish version of her eldest child possessing high intelligence but didn't seem to carry the weight of the world on his shoulders like Itachi did. The boy would simply follow Satsuki and Mikoto around, and do anything they asked with a small smile and nod. Whether it be helping her out with the house chores, or allowing Satsuki to braid his wild hair into a style, she saw fit something the young Uchiha girl had always wanted to do with her older brothers, but he was always too busy.

"The Hokage can't find his parents. Haru is going to have to the orphanage soon." Fugaku said it was finally time for the moment of truth he only hoped that the bond his wife had formed with the boy was enough for her to forgive him.

"What? He can't go to an orphanage! Tell the Hokage we can keep him." Mikoto said.

"I'll ask him." Fugaku said. 'Hell yes, she took the bait!'

Next morning Hokage office

"Well, how did it go?" Hiruzen asked; hopefully, Fugaku had been giving him daily updates on how things were going at the Uchiha clan heads head home and things were looking good from what he could tell.

"She wants to adopt him." Fugaku said, with a smirk he still felt terrible about lying to his wife, but he was pretty sure she would forgive him now.

"Tell her to bring him to the Hokage office." Hiruzen said.

"Yes, sir." Fugaku replied. "But when you tell my wife I lied I will be a safe distance away, and nothing you can say will make me stay."

Hokage office about an hour later.

Hiruzen heard a knock on the door. "Come in." He said.

"Lord Hokage please don't send Haru to an orphanage. I'll adopt him." Mikoto said.

"Where to start." Hiruzen sighed.

"Please. I'll take care of him. I'll treat him like my own." Mikoto continued, she would get on her knees and beg if she had too, she had completely fallen in love with the boy young boy and already viewed him as her own son.

"Child come to sit on my lap." Hiruzen said. When Naruto was on his lap Hiruzen

continued. "Mikoto this child's name is Naruto Uzumaki Namikaze. He is the child that carries the nine tailed fox."

"What?" Mikoto asked dumbfounded.

"Now that you've gotten to know him what do you think about letting your children train with him." Hiruzen asked.

"You lied to me, he lied to me." Mikoto said, already catching on to what was going on she was a former Jonin after all and smart woman to boot. She was able to put the pieces together when she saw the Hokage shift uncomfortably.

" are you all right?" Naruto asked politely, he didn't particularly like lying, but he had only been doing what he was told and there was only so much a four-year-old could I understand no matter how smart he may be.

"Why did you lie?" Mikoto asked, her voice cracking as she began to shed tears due to the feeling of being betrayed.

"Lord Hokage and told me to. They said it was a game to fool you for as long as I could." Naruto explained.

"Hiruzen why?" Mikoto asked as she started to feel angry, but she knew she couldn't blame Naruto he was just a child doing what he was told, she was desperate for an explanation, but she would hold those responsible for having the boy lie to not the boy himself he was innocent. And that's when she gasped as she realized the reason herself they were trying to show her this very fact the only way they knew how. Naruto was innocent of being the demon she had thought him to be all those years ago, just as he was innocent of lying to her.

"Because I wanted you to like Naruto so Satsuki and Itachi could train with him." Hiruzen said.

"I was ready to adopt him." Mikoto said silent tears rolling down her cheeks.

"You still can if you want." Hiruzen said, hoping the realization he saw in her eyes would finally give the boy a home.

"It's fine if you decide you want Satsuki and Itachi to train with him. I-I need to go home." Mikoto said she had a lot to think about.

"Thank you, Mikoto. Naruto go, and say goodbye." Hiruzen said.

Naruto went up to her, hugged her leg, and said. "I'm sorry for lying. Goodbye ."

Mikoto choked out a small goodbye and left the room. When she closed the door, she dropped to her knees and started crying, as she thought how she had claimed the boy to be a monster when he was nothing more than a boy who had been dealt an unlucky hand when he was born.

Uchiha district

When Mikoto got home, Satsuki asked. "Where's Haru?" She had quickly bonded with the by and had dubbed him her best friend on the second day of him living with them.

"Sweetie I need to talk with you and your brother." Mikoto said.

When she had Satsuki and Itachi's attention, she explained everything about how his name was really Naruto, the son of the Fourth Hokage, and how they were going to start training with him the next day.

When Fugaku got home, he could tell by the look on her face that he wasn't getting any for the next month at the least. Though he was glad that she was no longer going to be against the training or Naruto as a person he knew he had lied to her face and would have to pay the price.
