Basically my idea for this was, Kyoya has a suprisingly high Sky potential, maybe not the strongest, or the purest (though he's still pretty strong and pure), but he'd be maybe an inverted Sky? Like Xanxus (I'm pretty sure) is an inverted Sky, but they both have harsh and possessive temperaments, and Kyoya, as showcased with the Disciplinary Committee, is a pretty good leader and attracts and keeps people reasonably well.
I was reading Ourliazo's Bite to Death zombie apocalypse AU again and that kinda kickstarted thinking that Kyoya has an astonishingly high Sky Potential.
