Occasionally Leela wonders where she would go if she ever left Gallifrey, she could not go home to her own tribe. But surely there must be worlds out there where they live as the Sevateem do, where they do more than talk endlessly about nothing. Even if there are no such worlds she knows enough to be sure that there are places out there where a warrior such as herself would be welcomed.
Once, shortly after learning the truth about Andred, she asked K-9 why she remained on Gallifrey.
"Insufficient data, mistress," he had replied.
It does not matter what K-9 knows or does not know because in her heart Leela knows why she stays, why she remains in a place where she will always be an outsider, why she allows herself to be a pawn in the council's games, why she carries out every one of Romana's requests, no matter how distasteful they may seem. She stays because of Romana.
In her heart Leela knows that she loves Romana as much as she had loved Andred or the Doctor. But Leela is always being told that she must not let her heart control her, she must occasionally listen to her head, which is exactly what she is going to do this time.
She will not allow herself to have these feelings for Romana, she will not allow herself to be betrayed by another time lord.
But she will not leave Gallifrey either.
