"So… Lanius. What's the status of the operation?" Lord Caesar asked his highest subordinate; Legate Lanius. "Lord Caesar. It has come to my attention that half of our forces have been killed. The New California Republic has lost over half of their soldiers, but regardless It seems the centurion put in charge of the battle has failed you." Lanius said in anger. "Reports are indicating that The NCR has a special operative on the front. Legionaries report seeing a man in riot armor leading the defense. I have no doubt that this is that Courier that double crossed us sir." Lanius continued.

"Is there any hope that we can take this dam?" Based on the situation sir… No." Lanius said in bitter regret. The Centurion has called off the attack and ordered all remaining men to retreat back to Fortification Hill. If it's any consolation sir, I'll beat the man to death right in front of his men for his failure."

Caesar sat on his throne for what seemed like an eternity. Dozens of thoughts ran through his mind along with the Rage and disappointment in him. He had all the right to be pissed off as he was. This had not been the first time they had lost at Hoover dam. Four years ago The Legion first discovered the dam and attempted an invasion. The first attack was unsuccessful, with the majority of legionaries killed in the struggle for control and the rest led into a trap by the New California Republic. They feigned retreat across the dam with the Legion right on their tail. The NCR led them into Boulder city, back when there was a town there. They found enough explosives to level nearly ever everything in sight. The Legion was forced across the Colorado River ever since, waiting to strike again.

"Four years Lanius… Four Fucking years of planning and we failed. All the tribes we assimilated, those hundreds of legionaries we gathered to invade this fucking dam, all for nothing!" Caesar cried out in anger. "If I was leading the charge sir, that dam would've been yours." Lanius replied.

"I should've had you in command… this is my fault. That Damn Courier sided with the NCR and turned the tide." Caesar bitterly replied. "Sir… if I may, I have a plan to get the Legion back on its feet." Lanius suggested. "And what might that be… It better be a damn good idea." Caesar replied. "As you know, The Legion has sent numerous scouts across the country, and We've found a region that we've determined to be easily conquered." Lanius explained. "and just what is this region?" Caesar asked. "Records indicate that It was once the state of Georgia. It's wild territory, with no major factions controlling it, just small community's. Tribes, almost." So you want me to move my Legion halfway across the country?" Caesar reasoned. "There's a city that is fit for your capital. They called it Atlanta." "Hardly any news from the eastern coast has been received for quite some time. I don't think that I'd have-" Caesar was interrupted. "SIR THE DAM IS A LOST CAUSE! The NCR are gaining on the Fort as we speak. Either we head east, or we die here. What's your choice?" Lanius asked.

Caesar thought for a moment, before realizing that retreat would be the best option. "Alright. Gather all remaining legionaries and send orders to our outposts to head east. That's an order." Caesar commanded. "Yes Lord Caesar." Lanius replied.
