Back when she was his "Little Girl" she moved all the time. Before she became "The Heir" and was still just his "Little Girl" she had the freedom to move as she wished. Even when she is "The Heir", Father knows she still loves to move. It's one of the only reasons he kept training her even when it became apparent she was not "THE Heir". He could hold on to some false hope that her love of moving would translate into better abilities. They both knew it would never happen, but she was still his "Little Girl", and he indulged her. Even when he hurt her.
So when she was weighted down by his order she couldn't understand it. Under the layers of silk, heavy brocade and constricting undergarments she could barely breathe let alone MOVE. Only her arms moved and even that was with an effort. She wondered if he'd had chains and weights sewn into the various kimono, even if nothing metallic clanked when she could move. Even her head was heavy, under the various ornaments and heavy wax to keep her hair in place.
She had to wonder if the weight was intended to keep her still as his intended future unfolded in front of her. As she lifted the sake cup to her lips to sip delicately, she thought it was more likely that it was intended to keep her grounded in reality, for the moment. The weight reminded her of the here and now, and kept her physically restrained. After all, she couldn't drift off into fantasies of a happy marriage when Neji-niisan was sitting right next to her. Just as she couldn't dive into his arms and beg him to take her away from the family.
"Little Girls" had to grow up sometime.
